Revisiting tertiary and higher education policy in Jamaica

This paper examines the current costs of providing University Degrees/Diplomas and Certificates as a subset of tertiary education and the de facto cost sharing mechanism for funding through which Jamaican students fund a portion of the economic cost, with the remainder being financed by the Government of Jamaica.

Through a comparative analysis of costs and funding arrangements in selected countries, a critical assessment of the current funding arrangement will be undertaken and a definition of a sustainable path forward including mechanisms for adjustments to the Jamaican funding model should be adjusted, existing constraints and opportunities
