Community Planning and Development: Bringing Tourism to the People

by Karl Hendrickson
By the end of the decade, tourism will attract over 2 million visitors spending over US $2 billion. Of that amount, approximately 40% is spent outside of hotels – that is on attractions, taxes, etc. This paper presents a plan to help organize communities to support tourism, and by so doing, create a financially feasible and sustainable development that will create wealth for the community and its members.

We have chosen two types of communities:
1. A Farming Village
2. A Fishing Village

Several possible sites will be examined to determine their suitability for this pilot programme. To assess their potential we will study their:

a. PRACTICES and WILLINGNESS to work.
b. RESOURCES including HUMAN AND FINANCIAL, also LOCATION, INFRASTRUCTURE, etc.
c. Other fundamental requirements such as EDUCATION, LAND, and WATER resources and/or SEAFOOD resources.

We have assumed that we will be successful in obtaining:
i. FUNDS, both locally and overseas.
ii. A five-year project management by private sector companies to implement plans on a voluntary, project-by-project basis.

It is envisioned that these two initial villages will eventually become models
for future developments of this nature.
