Juline Francis-Gordon is a Consultant Programme Development Specialist who brings a depth of knowledge and expertise in the formula and execution of emerging public and private sector development projects. Her interests in this area of national life were shaped between 1993-1996 when she successfully completed a first degree in International Relations at the University of the West Indies, and later in 2003 she extended her concentration in the discipline when she graduated from Florida International University in Miami , Florida with a Masters in International Studies, focussing on development issues in the Caribbean. Mrs. Francis- Gordon also holds a Diploma in Project Management, from MIND/IDB.
It is her professional career, however, which continues to solidify her insatiable passion for executing sustainable development programmes. Her five year tenure at the Embassy of Japan provided her with the opportunity to share and develop her knowledge in programme/project management as she was directly responsible for processing, evaluating and monitoring a range of long to medium term projects. She also facilitated the preparation of funding agreements between the Government of Japan and Jamaica or Bahamas as well as the general diplomatic community, and initiated the promotion of academic scholarships and training programmes for employees of the Government of Jamaica and the Commonwealth of the Bahamas. Her project management skills were further developed at the National Youth Service where she prepared project proposals for donor agencies such as UNICEF, and legal documents (MOUs). She provided short term consultancy to the United Nations Environment Programme (UNEP) in formulating MOUs toward agreements with governments in the wider Caribbean and assisted in improving mechanisms to coordinate funding among various donors, monitoring and implementing project activities. he is keenly interested in youth empowerment issues and is presently conducting research in the area. Currently serv ing as a Tutor in the Department of Government, Faculty of Social Sciences at UWI she is afforded an additional opportunity to interact with youth, a legacy she is able to build as she serves as a Member of the Interim Board of Directors for the Youth Empowerment Foundation of Jamaica (for National Youth Service). Her natural desire to give back to the community is further entrenched in the church community where she is team leader for her Church Prison Ministry.
