Dr. Hopeton Dunn Promoted to Professor

Professor Hopeton Dunn holds the Digicel Foundation Chair in Telecommunications Policy and Technology Management, attained the Bachelor of Arts degree from the UWI with first class honours in Mass Communication and Social Sciences (1986). He completed the Master of Arts (1988) and the Doctor of Philosophy (1991) degrees in Communications Policy Studies at City University, London. Professor Dunn joined the staff of The UWI, Mona in 1992 as Lecturer in the Caribbean Institute of Media and Communication (CARIMAC). He was promoted to Senior Lecturer in 1997 and in that year also completed a professional diploma in Telecommunications Policy Development at the Florida International University (FIU) in the United States, on a fellowship from the Organization of American States (OAS).


In 2003, Professor Dunn was seconded to the Creative Production and Training Centre (CPTC), as Chief Executive Officer, where he conceptualised and led the establishment of the Media Technology Institute (MTI).  He resumed duties at the UWI as Director of the TPM Programme in the Mona School of Business in 2005.

Professor Dunn’s scholarly attention has been focused on the areas of New Media and telecommunications policies, tourism and economic development, theories of globalisation, and the political economy of Caribbean and African media industries. He is the author, editor or co-editor of seven published volumes, consisting of four books and three monographs. He has written 14 chapters in books, 15 scholarly articles in refereed academic journals, 10 Technical Reports for governments or international organizations and produced eight non-print multimedia publications. He has presented over 30 academic papers at international and regional conferences and conducted numerous workshops and training sessions.  In 2001 he received the Distinguished Researcher’s Award from the UWI, Mona Campus in recognition of outstanding research in the Faculty of Humanities and Education.

Professor Dunn is an innovative and dedicated academic. He is excellent in the classroom. He designed several new courses for delivery at Mona and St Augustine and led in the creation of two successful graduate degree programmes; both are now being delivered in two separate faculties at Mona.

Professor Dunn is regarded as an international authority on communications policy and technologies and their developmental impacts on countries of the global South.   He is the Secretary General of the International Association for Media and Communication Research (IAMCR), the worldwide professional organisation in the field of media and communication research. For a decade he was leader of the IAMCR’s Policy and Technology division and   served for two years as Chairman of the Association’s Task Force on Global Media and Communications Policies.  In 2009, he was accorded the honour of chairing a session of the major UN conference on Internet Governance held in Sharm el Sheikh, Egypt, and also participated as a delegate in both World Summits on the Information Society (WSIS) organized by the ITU.

In Jamaica, Professor Dunn is Chairman of the Broadcasting Commission, a member of the National Commission for UNESCO and chief adjudicator for several professional media awards schemes.  He has served as a Board Member, Deputy Chairman and later Chairman of the Creative Production and Training Centre Ltd (CPTC) and as a member of the Board of Management of the National Library of Jamaica.

Professor Dunn has made a significant contribution to university life at the UWI,   serving as a member of the Vice Chancellor’s Task Force for the 2007 – 2012 UWI Strategic Plan (2006), a member of the Technical Advisory Committee on Distance Education, (1998) and member of the inaugural Planning and Management Committees for Radio Mona, UWI.
