This paper explores the pitfalls, successes, and challenges of the Technical Vocational Education and Training (TVET) intervention, which was anchored by a robust framework outlined in the 1990 CARICOM Regional Strategy for TVET document. Specifically, the paper examines the three critical sections of the CARICOM document to show the achievements of TVET, or lack thereof, since the implementation of the Regional Strategy for TVET. In so doing, the paper explores the factors responsible for the decline and subsequent successes of TVET which were experienced both regionally and internationally. Further, the paper analyzes some of the strategies employed by countries including Singapore, India, China, and Brazil, which benefited from successfully implemented TVET programmes.The important area of financing of TVET is also examined and strategies are presented on alternative approaches to address the cost issue. Finally, the paper advances a number of approaches that CARICOM must employ in order to make TVET a driving force in the development of the human resources of all member states for economic growth and prosperity. These include, but are not limited to, the establishment of a policy framework which is mindful of the context of each individual state, sharing of best practices based on the successes gained by member states and external entities, and adopting a networking system within and across member states to discuss and share ideas on the implementation of TVET.
