Policy Proposal for Human Capital Development in the Jamaican Higher Education System

Abstract: 

In this policy analysis paper, the goal is to identify a suitable policy from some alternatives to address the shortage of human capital development in Jamaica. According to the Taskforce on Higher Education and Society (2000), higher education is the vehicle that developing countries must use to drive economic advancement and build their competitive edge. It is because of this kind of admonition that this paper specifically explores opportunities within the Jamaican higher education system for a possible course of action for government and other stakeholders. One measure or indicator of human capital development within a country is the rate or level at which eligible individuals enrol or participate in tertiary education, known as the Gross Enrolment Ratio (GER). GER is defined as the total enrollment in tertiary level (higher education) as a percentage of the population of the five-year age group following secondary education (UNESCO Institute for Statistics, 2012). Therefore, for this paper, arguments will be centred around GER as the case for Jamaica is made.
