Abstract: 

The Early Childhood Commission (ECC) in Jamaica has national oversight responsibility for early childhood education services provided for children between the ages of birth through five years. In 2008, 98 per cent of 3-5 year old children in early childhood education programmes were served in fee-collecting (community owned institutions, partially subsidized by the government) basic schools (Davies, 2008). The remainder were served in public infant schools or departments which officially enrol 4- and 5-year old children, and private preparatory (prep) schools, which serve children from as young as two years old through the primary years. (Vision 2030: Jamaica National Development Plan, 2009).
