The topic of this book is explained as being derived out of the interest of the Commonwealth Secretarial, in addressing important concerns in all major sectors of activity in small states. Smallness in the latter respect is defined as having a population of less than two million, a condition which applies in 30 of the 54 states in the Commonwealth; and examinations systems have in this case been selected for study as a critical element within the wider concerns of the education sectors of these states.
