Innovation with Hesitation: Distance Education in Commonwealth Caribbean Universities

Abstract: 

This paper present case studies of distance education (DE) at two universities of the English-speaking Caribbean. It outlines the initation, development, implementation and outcomes of: (i) programmes offered by the Institute of Distance and Continuing Education of the University of Guyana and: (ii) the Certificate in Education offered by distance via the University of the West Indies Distance Education Experiment. The performance of students in the latter programme is compared with those doing the same of the characteristics of both institutions which result in their 'hesitant' approach to DE and some areas for improvement in order for the potential of DE at both instituations to be fully exploited are also discussed.
