Without a cure for HIV/ AIDS, the present generation not yet infected must be prevented from contracting the disease. Those unsure of their status must acknowledge their risk level and, where necessary, get tested so that they do not unintentionally infect others. Those already infected must practise responsible sexual behaviour to avoid infecting others, to avoid re-infecting themselves, and to improve the quality of their lives. They must also recognize their rights and the rights of others. In addition, both groups must adopt behaviour that reduces or eliminates stigma and discrimination towards persons infected and affected by the disease. The HIV incidence, that is, the number of new HIV infections in a population per year, is the key parameter for prevention efforts to reduce, since newly infected persons contribute to the total number of persons living with HIV and are a source of further transmission (Ministry of Health, Jamaica 2008). Combined with the rate of the newly infected is the decrease in the mortality rate of persons living with HIV and AIDS (PLWHA), resulting in their having a longer life span, with the possibility of infecting others if protective measures are not taken.
