The International Charter of Physical Education and Sport adopted by the General Conference of the United Nations Educational, Scientific and Cul­tural Organization (UNESCO), at its twentieth session in Paris in November 1978, states in its first Article: 
 
Every human being has a fundamental right of access to physical education and sport, which are essential for the full development of his personality. The freedom to develop physical, intellectual and moral powers through physical education and sport must be guaranteed both within the educational system and in other aspects of social life. (UNESCO 1978) 
 
The Article highlights the importance of physical education and sport. The Caribbean Examinations Council (CXC), in its syllabus by the same name, that is, Physical Education and Sport, has provided a good explanation of the integrated concept. According to CXC, physical education is an integral part of the general education process which "contributes to an individual's aware­ness and the understanding of the elements and dimensions of movement, and forms the basis for the learning of sport skills". The Council views sport as "the vehicle for the enhancement of fundamental motor skills and the de­velopment of complex skills learnt in a properly structured Physical Education programme." According to the Council, sport is "governed by formal or in­formal rules that involve competition and is pursued for fun, recreation or reward and promotes healthy lifestyle practices."
