This paper discusses selected issues which an effective education system should address. These issues are anchored in two central questions. These are: 

  • What type of persons does the society need for its social and economic Development?
  • How should the educational process be designed and operated to produce these persons? 

 
Using the questions as a frame, the main philosophical points discussed relate specifically to the purpose, strategic vision, and critical objectives for the education system in Jamaica. Included too are implementable strategies which are intrinsically related to information technology. The paper is therefore organized around the following themes: philosophical issues relevant to the education system; a strategic vision for the system; and major strategies for using information technology to achieve excellence in the system.
