In September 1995, the Caribbean Journal of Education (CJE) dedicated a special issue on Early Childhood Education in honour of the late Dudley Grant, a renowned pioneer in this field in the Caribbean. One of the journal articles (Davies 1995) provided an overview of  the issues and concerns that were current in the early childhood sector then. The article noted that in the post-war period, early childhood care and education services in our Caribbean countries emerged mainly as private sector provisions, developing in an informal and haphazard manner in the absence of any national organizational framework for assuring their quality. The article also drew atention to the emergence of an increasing number of initiatives aimed at improving the early childhood sector in Caribbean countries at that time. Highlighted among these was the transformative work of individuals such as Dudley Grant, with the Bernard van Leer Foundation (BvLF)-sponsored Project for Early Childhood Education (PECE) in Jamaica, and Gerard Pantin’s Service Volunteered for All (SERVOL) programme in Trinidad and Tobago.
