The Early Childhood Commission (ECC) in Jamaica has national oversight responsibility for early childhood education services provided for children between the ages of birth through five years. In 2008, 98 per cent of 3-5 year old children in early childhood education programmes were served in fee-collecting (community owned institutions, partially subsidized by the government) basic schools (Davies, 2008).
