The Caribbean Community (CARICOM) Secretariat, acting on a mandate it received from the Seventeenth Meeting of the Conference of Heads of Government in July 1996, asked CARICOM member countries for their views and perspectives on education and human resource development, in preparation for a Special Meeting of the Standing Committee of Ministers Responsible for Education (SCME) which was held in May 1997 in Barbados.
