During the period September 1971—June 1976, Canadian University Services Overseas (CUSO) and the Ministry of Education, Jamaica, jointly sponsored a Remedial Reading Project (RRP) in selected Jamaican schools. This report on the project cannot, strictly speaking, be considered to be a research paper since it suffers from certain inadequacies in this regard.
No provision was made in the original plan for built-in processes of either on-going or terminal evaluation. Clear lines of procedure for an assessment of the project were therefore not available. Because of this, the report had, regrettably, to adopt a completely ex post facto design in its attempt to review and assess the value of the project. This assessment relied largely on the impressions of persons who were themselves involved in the project and the reliability of the data collected was therefore dependent on the ability of these individuals to report accurately and objectively on the project.
