Dr Patrick Anglin to serve as University Data Protection Officer

The University of the West Indies (The UWI) is pleased to announce the appointment of Dr Patrick Anglin as the University Data Protection Officer, with effect from August 1, 2021.

The University Data Protection Officer (UDPO) will serve as the advisor to University's leadership teams, committees, and governing bodies on all strategic and operational matters relating to data protection and associated compliance issues.  The primary point of contact for data subjects (the persons to whom personal data relate) and supervisory authorities (the government entities responsible for compliance with data protection and privacy legislation), the UDPO will also be responsible for monitoring adherence to The UWI Data Protection Policy and, by extension, all applicable data protection/privacy laws.

Dr Anglin has a longstanding career with The UWI which commenced in 1996 as a Computer Programmer in the Office of the Board for Undergraduate Studies. Subsequently, Dr Anglin advanced to serve in the Office of Administration and Special Initiatives, the Office of Administration, and, most recently, the Office of the University Chief Information Officer. He is also an adjunct Lecturer in the Department of Computing at the Mona Campus and a former Course Coordinator for Information Technology at the School of Continuing Studies (UWISCS) which later, along with other units, formed the Open Campus.

Dr Anglin holds a Doctor of Business Administration (DBA), focusing on Innovation Systems, from the University of Manchester’s Manchester Business School, UK, a Master of Business Administration (MBA) from The UWI Mona School of Business, and a Bachelor of Science in Computer Studies from The UWI. His academic and professional background has allowed him to make several contributions to the development of The UWI information technology policy framework. As the team lead, he has been instrumental in drafting The UWI Data Protection Policy 2019/2020, has developed the University-wide ICT policy framework, assisted with drafting the University-wide Information Strategy, drafted the Information Security Policy and re-drafted The UWI Social Media Policy.

Additionally, Dr Anglin’s contributions extend into the public service where he served on the University Council of Jamaica’s (UCJ’s) Distance Education Standards Committee and is a current member of its Information Technology (IT) Standards Committee. He was also an evaluator of the MIS component of the Citizen Security and Justice Programme II, in the Jamaican Ministry of National Security and Justice.  Moreover, he has written technical reports for The Commonwealth of the Bahamas and Jamaica’s publicly funded Teachers’ and Community Colleges.

In his capacity as University DPO, Dr Anglin will oversee the governance of personal data provided to and maintained by The UWI pertaining to previously registered, registered or prospective students, UWI personnel, staff and third parties. The establishment of this post is vital to the operations of The UWI in ensuring that it adheres to all appropriate data protection practices, locally, regionally, and globally where these apply to its operations.
