Towards Greater Human Capital Development (HCD) Policy Relevance and Coherence in TVET in Jamaica

This paper emanates from an examination of the Technical Vocational Education and Training (TVET) systems in Jamaica. The study was grounded on the assertion that fundamental to nation states achieving global competitiveness, is the existence of appropriate HCD institutions and programmes. The study sought to assess the effectiveness of the TVET system from a policy intent standpoint. It was undertaken using qualitative research methodology and case study method. Semi-structured interviews and document analysis were used to gather data. This approach enabled the close investigation of the life cycle of the system(s) through the primary institutional driver, the HEART Trust/NTA. The examination was done necessarily against the background of understanding and appreciating the various types and purposes of national HCD systems, skill development philosophies, and the diversity of policy mechanisms and approaches used by countries with TVET systems. From the findings it is being advanced that through the appropriate policy drivers, TVET should be included in the general education curriculum through to the tertiary level to (a) facilitate TVET being elevated to, and widely accepted as a very functional way to equip individuals for the world of work, and (b) minimize or negate the stigma commonly attached to those systems.
