Jamaican Securities Industry Seminar

Overview
As part of its advocacy role, Mona School of Business and Management (MSBM) UWI, Mona, in association with the Jamaica Chamber of Commerce and the Private Sector Organisation of Jamaica will host a seminar under the theme “Understanding the Framework of the Securities Industry” which will explore the legal and regulatory framework of the securities sector, provide information on business models and investor risks and provide information on types of compensation schemes.
The seminar is slated for Wednesday, March 1, 2023 from 9:00 a.m. to 12:00 p.m. and will be held at the Jamaica Pegasus Hotel.
The session will take the format of a series of short presentations by members of the legal profession, academia and the securities sector followed by a discussion forum led by a moderator.
Objectives
- To understand the legal and regulatory framework of the securities sector.
- To provide information on business models and investor risks in the securities sector.
- To provide information on types of compensation schemes.
- To provide information on the public knowledge/perceptions of the securities sector or what constitutes the securities sector.
SPEAKERS & PResenters
Mr. Richard Byles
Governor, Bank of Jamaica
Bio:
Richard Owen Byles has served the private and public sectors in several senior management positions spanning three decades and is one of the most accomplished corporate leaders of his generation.
Mr. Byles was appointed Governor of Bank of Jamaica (BOJ) effective 19 August 2019. Before assuming the role of BOJ Governor, he served as Chairman of Sagicor Group Jamaica Limited following 13 successful years at the helm of Sagicor Group Jamaica as President and Chief executive officer (CEO). Prior to his tenure at Sagicor, Mr. Byles served as President and CEO at PanJam Investment Limited for 13 years.
Mr. Byles was recently appointed as the Chairman of the Board of Commissioners of the Financial Services Commission effective 23 January 2023. In addition to serving as Chairman for several Sagicor Group-related boards, he was also Chairman of several other boards, including Desnoes and Geddes Limited (Red Stripe Jamaica), and a Director on others, including PanJam Investment Limited. His public sector service includes serving as the first private sector Co-Chairman of Jamaica’s landmark Economic Programme Oversight Committee (EPOC).
Mr. Byles holds a BSc in Economics from The University of the West Indies, Mona, and an MSc in National Development from the University of Bradford, England. He was awarded the Doctor of Humane Letters from Northern Caribbean University, and the Doctor of Business from the University College of the Caribbean. He is also an inductee to the Private Sector Organization of Jamaica (PSOJ) Hall of Fame, and an awardee from both the Observer and Gleaner publications for his work as a private sector business leader.
Dr David McBean
Executive Director, Mona School of Business & Management
Bio:
David McBean holds the Bachelor of Science in Electrical & Computer Engineering from The University of the West Indies, and a Doctor of Philosophy (PhD) degree in Engineering Science from the University of Oxford, on a Rhodes Scholarship. He has over 20 years of experience as a senior executive, serving across the Airline, Telecommunications (Commercial & Regulatory), IT and Media industries in the Caribbean. Past senior appointments include Managing Director for the Spectrum Management Authority of Jamaica, Managing Director of Products & Services for LIME Caribbean, CEO of the CVM Media Group in Jamaica as well as VP IT for the former Air Jamaica. Dr McBean currently serves as the Executive Director of the Mona School of Business and Management, UWI Mona. Dr McBean has served and continues to serve on several boards of private and public sector companies, as well as charitable organisations
Mr Steven Gooden
President, Jamaica Securities Dealers Association
Bio:
Steven Gooden is the head of the wealth, asset management and investment banking division of the NCB Financial Group as well as Chief Executive Officer of NCB Capital Markets Ltd. Under his leadership, the entity has become Jamaica’s leading capital markets outfit, with a strong and growing presence throughout the Caribbean via the establishment of hubs in the Cayman Islands, Trinidad & Tobago and Barbados.
Steven is a holder of the Chartered Financial Analyst (CFA) designation, has a Master’s Degree in Finance and Economics, a Bachelor’s degree in Economics and Accounting, and has received many accolades in the areas of research and portfolio management. He has also participated in executive development courses at Chicago Booth and Wharton Business Schools covering Strategy, Change Leadership and Mergers & Acquisitions.
Steven sits on the board of directors of the Jamaica Stock Exchange Ltd and several companies within the NCB Financial Group. Additionally, he is the Chairman of Limners & Bards Ltd and Elite Diagnostics Ltd, both companies listed on the Jamaica Stock Exchange; as well as President of the Jamaica Securities Dealers Association.
Ms. Shirley-Ann Eaton
Attorney at Law
Unit Head, Finance & Accounting/Company Secretary, MSBM
Bio:
Ms. Shirley-Ann Eaton is an Attorney-at-Law with extensive experience in the financial services sector. She is the Legal Counsel and Company Secretary for the Mona School of Business and Management. She also lectures at the undergraduate and graduate levels in areas of law, ethics, and governance and is the Head of the Finance and Accounting Unit.
Ms. Eaton has been a member of numerous public and private sector boards and is presently an appointed member of the Supervisory Committee under the Banking Services Act.
Dr Twila-Mae Logan
Associate Clinical Professor of Finance, Chaplin School of Hospitality and Tourism Management
Florida International University
Bio:
Twila-Mae Logan is an Associate Clinical Professor of Finance at the Chaplin School of Hospitality and Tourism Management- Florida International University. She graduated from The Ohio State University with a PhD in Business Administration (Finance and Economics) and a MA in Finance. She also obtained an MBA from Dalhousie University and a BSc in Mathematics and Meteorology from the University of the West Indies.
She taught at The University of the West Indies, Nova Southeastern University and Messiah College at the undergraduate, masters and doctoral levels. She has published papers related to the financial institutions, corporate governance and hospitality & tourism in academic journals.
Ms. Antoinette McKain
CEO, Jamaica Deposit Insurance Corporation (JDIC)
Bio:
An Attorney-at-Law, Antoinette McKain was appointed CEO of the JDIC effective January 1, 2007. Prior to her appointment, Ms. McKain served as Legal Counsel and Corporate Secretary of the Corporation for three years, following seven years as a member of the Bank of Jamaica’s legal team.
While at the Bank of Jamaica, Ms. McKain played a critical role in the establishment of the Deposit Insurance Scheme through her work on the legal framework for the Scheme. Ms. McKain’s expertise spans corporate, commercial, banking and financial regulation law and best practices. She also has extensive knowledge of public policy issues relating to financial resolution and corporate governance practices.
As CEO of the JDIC, Ms. McKain is a member of the Financial Regulatory Committee, an interagency information-sharing body comprising the Governor of the Bank of Jamaica, the head of the Financial Services Commission and the Financial Secretary. She also sits on the Financial System Stability Committee, a Central Bank oversight committee for macroprudential and financial stability assessments; and on the National Financial Inclusion Council.
In addition to her legal qualifications, Ms. McKain holds an MBA (Finance) from the University of Manchester and Wales. She also has a Chartered Banker MBA from Bangor University and is a former member of the Institute of Chartered Bankers. Ms. McKain is also a former member of the Jamaica Bar and British Virgin Islands (BVI) Bar Association and former Notary Public of the BVI.
