Campus Meetings

Campus Council

Campus Council is the highest governing body of the Campus with power to manage all matters not provided otherwise by the University’s Charter or Statutes.

Terms of Reference (TOR)

The terms of reference, membership and responsibilities of Campus Council are outlined in Statutes 19, 21 and 23.

Meeting Dates and Submission Deadlines

  • Papers for the meeting should be submitted at least one clear month before the meeting.

Finance & General Purposes Committee (F&GPC)

Finance & General Purposes Committee (F&GPC), Mona, which is chaired by the Campus Principal, is the governing body that exercises the powers of the Campus Council with respect to non-academic matters.

The Committee normally meets on fourth Wednesdays monthly. No meetings are held in December, July or August or in any month when the fourth Wednesday coincides with a Public Holiday.

There are ten Standing Committees of F&GPC, Mona. These are the:

  1. Business Services Advisory Committee (Inactive)
  2. Chapel Management Committee (CMC)
  3. Finance Sub-Committee (FSC)
  4. Grounds, Buildings & Premises Committee (GBPC)
  5. Health Services Committee (HSC)
  6. Housing Committee
  7. Joint Occupational Safety & Health Committee
  8. Security Committee
  9. Staff Matters (Non-Academic) Committee
  10. Student Services Committee

Terms of Reference (TOR)

The terms of reference, membership and responsibilities of the Campus Finance & General Purposes Committees are outlined in Ordinance 25. However, whereas the membership of F&GPC, Mona is prescribed by Ordinance, other Campus officials are usually in attendance and may participate in the business of the meeting as allowed by the Chair. Officials who are ‘in attendance’ do not have voting rights.

Finance Sub-Committee (FSC)

The Finance Sub-Committee of Campus F&GPC is established to review and make recommendations to Campus F&GPC concerning proposals for major Campus Projects, including Public-Private Partnership arrangements and their associated financial impact on the Campus.

 

Terms of Reference (TOR)

  1. Review and provide recommendations to F&GPC on capital and other projects or proposals, including proposals for leasing or disposal of real property.
  2. Review the financial report and make recommendations regarding the financial health of the Campus.
  3. Review and make recommendations to the Campus F&GPC regarding policy issues relating to operating budgets and capital expenditures.

  • FSC meetings are usually held on the third Wednesdays in each month.
  • Papers for meeting should be submitted at least two working days before the meeting.

Chapel Management Committee (CMC)

The Chapel Management Committee (CMC) is the sub-committee of F&GPC, Mona designated to oversee the maintenance and operations of the Chapel, Chaplains’ Office and Chaplaincy.

 

Terms of Reference

The CMC Terms of Reference is as follows:

  1. To review the financial status of the University Chapel and make necessary recommendations to F&GPC, Mona.
  2. To assess and recommend to F&GPC, Mona revisions in the Chapel fees as deemed necessary. The changes/revisions recommended will be submitted to F&GPC, Mona for approval.
  3. To hear and make recommendations on the physical condition of the University Chapel and its environs to ensure regular upkeep of the University Chapel and Chaplains’ Office.
  4. To address such other matters related to effective management and operation of the University Chapel and the Chaplain’s Office.
  5. To arrange appreciation functions for outgoing long serving Chaplains and CMC members.

Grounds, Buildings & Premises Committee (GB&PC)

This is a standing committee of the Finance and General Purposes Committee (F&GPC) that receives and considers all plans for erection of new buildings, the extension and alteration of existing buildings, the establishment of car parks and the construction of other works at the Mona Campus. The committee is also charged with the responsibility for the preparation of an overall building plan, having regard to projected physical development, provision of space and the use of existing land.

The Grounds, Buildings and Premises Committee (GB&PC) must approve all additions/extensions to existing buildings or new buildings for development.

 

Terms of Reference

  1. To consider all plans for the erection of new buildings, the extension and or alteration of existing buildings, the establishment of car parks and the construction of other works at the Mona Campus.
  2. To approve on behalf of F&GPC, Mona the plans for erection, extension, alteration, establishment or construction of any building, giving due consideration to aesthetic factors as well as utilitarian ones, and to hear any representations made by or on behalf of those immediately concerned, to whom the Secretary shall give notice of the proposals and the expected date of the commencement of the work.
  3. To approve on behalf of F&GPC, Mona, subject to the availability of funds, the cost estimates for all plans brought for its consideration.
  4. To monitor approved projects and project costs to avoid budget and time over-runs.
  5. To make regular reports to F&GPC, Mona (in keeping with the guidelines and regulations as specified by F&GPC, Mona) of the projects approved by the GBPC as well as any time/cost variances that became necessary.
  6. To consider and, if thought fit, approve on behalf of F&GPC, Mona cost variations on all projects approved by the GBPC.
  7. To formulate criteria for the allocation of space in premises which are within the discretion of the Vice Chancellor or the Principal; and in any specific instance to make an allocation in accordance with these criteria.
  8. To consider all plans with reference to the Campus Master Plan and to initiate updating of the Campus Master Plan at appropriate intervals.

Technical & Environmental Committee (TEC)

The Technical and Environmental Committee (TEC) is a sub-committee of the Grounds, Buildings and Premises Committee tasked to review all submissions with technical and environmental implications and make appropriate recommendations to GB&PC, Mona for approval.

 

Terms of Reference

  • To evaluate and review briefs for buildings and major infrastructural projects submitted to the Committee from draft stage until approval has been granted by the GB&P Committee, a sub-committee of the Finance & General Purpose Committee;
  • To evaluate proposed activities to determine whether consultants need to be retained to inform the approval process;
  • To monitor the projects after approval until hand over to the requisite campus department;
  • To report to the GB&P Committee on the progress of all buildings and major infrastructural projects being undertaken by the Mona campus;
  • To review and advise on submissions to be presented to the K.S.A.C. and N.E.P.A. for building approval;
  • To develop policies to promote environmental protection and sustainable development on the Mona campus;
  • To ensure that infrastructural projects are executed in the most environmentally sound Manner;
  • To recommend to the GB&P Committee solutions to solve environmental issues experienced by the Mona campus;
  • To assist the GB&P Committee to improve the University’s operations in the most sustainable and efficient manner;
  • To complete additional tasks as directed by the GB&P Committee.

Academic Board (Acad. Board)

Academic Board, Mona, is the principal decision making body for academic matters at the campus. Academic Board has the power to take final decisions on curricula and syllabuses for courses of study at the campus (other than postgraduate courses which are controlled by the Board for Graduate Studies and Research). Undergraduate programmes of study, however, are referred with the recommendation of the Academic Board to the Board for Undergraduate Studies for approval. The Academic Board also has authority to require a student, on academic grounds, to withdraw from the University; and, in accordance with disciplinary regulations, to dismiss any student.
