Ms. Hoo Fung holds a Bachelor of Science degree in Pure and Applied Chemistry from The University of the West Indies (Mona) and a Master of Science in Sustainable Development (Rural Development and Change) from the University of London. She officially became a member of staff at the International Centre for Environmental and Nuclear Sciences (ICENS) in 2000 but prior to this was engaged as a student in the summer of 1999.
Her current research includes a Coordinated Research project, for which she received funding from the International Atomic Energy Agency, investigating the use of nuclear analytical and other spectroscopic techniques for authentication of high value Jamaican commodities, with a focus on Jamaica Blue Mountain coffee, cocoa and chocolate products, and honey.
She is Jamaica’s representative to the Group of Technical Experts on Waste Thresholds to be Established Pursuant to Paragraph 2 of Article 11 of the Minamata Convention (United Nations Environment Programme, January 2019 – Present), and a member of Jamaica’s delegation to the 4th Meeting of the Conference of the Parties to the Minamata Convention.
Ms. Hoo Fung is a Member of the Royal Society of Chemistry and AOAC International. She has served the Non-Targeted Testing working group of AOAC International's Food Authenticity Methods (FAM) programme since 2019; the programme is aimed at identifying tools to characterise foods to determine intentional and economically motivated adulteration. The AOAC's Official Methods of Analysis are used worldwide, including by local laboratories.
Ms. Hoo Fung chaired the National Food Standards Committee at the Bureau of Standards Jamaica from 2009 to 2020. She is a member of the Board of Studies, School of Science, Technology, Engineering & Mathematics (STEM), at the Excelsior Community College. She is a technical adviser to the Hazardous and Laboratory Waste Ad-Hoc Committee (HALWAC, National Commission on Science and Technology/Ministry of Science, Energy and Technology).
