Professor Stephen Vasciannie: Celebrating a Legacy of Scholarship and Service

Professor Stephen Vasciannie
PROFESSOR Stephen Vasciannie’s career reflects a rare blend of academic excellence,
visionary leadership, public service, and mentorship that has left an indelible mark on
Jamaica and the wider Caribbean. For decades, he has shaped legal scholarship, influenced
generations of students, and represented Jamaica with distinction on the international stage,
earning recognition as one of the nation’s foremost scholars in International Law and
Governance.
 
ACADEMIC EXCELLENCE
 
Professor Vasciannie has served as Professor of International Law at The University of The
West Indies Mona since 2002, teaching courses in Public International Law, International
Courts and Tribunals, Investment law, and The Law of The Sea. A Rhodes Scholar and
Commonwealth Scholar, he holds First Class Honours degrees from The University of The
West Indies and The University of Oxford, along with a Starred First in Law from
Cambridge. His doctoral studies, completed under the supervision of renowned international
lawyer Sir Ian Brownlie in 1988, cemented his expertise and established the foundation
which lead to an illustrious academic career that includes more than 40 scholarly articles and
several books. Among his notable publications is Caribbean Essays on Law and Policy,
which explores Jamaican diplomatic practice, Caribbean approaches to human rights, and
issues relating to the Montego Bay Convention on the Law of the Sea. More recently, he co-
authored Jamaica’s Foreign Policy with Dr. Lisa Vasciannie, providing a critical
examination of six decades of Jamaican foreign policy development. His writings have
become essential texts for students and practitioners, shaping Caribbean legal thought and
policy.
 
LEADERSHIP IN ACADEMIA
 
His contributions to higher education extend far beyond the lecture hall. From 2008 to 2012,
Professor Vasciannie served as Principal of the Norman Manley Law School, helping to
strengthen legal education across the region. He later served as President of the University of
Technology, Jamaica from 2017 to 2020, where he oversaw important academic and
administrative reforms. Within UWI, he also served as Head of the Department of
Government, where colleagues credit him with fostering a culture of collegiality, academic
excellence, and fairness.
 
Dr. Yonique Campbell, Senior Lecturer in the Department of Government at UWI Mona,
described Professor Vasciannie as “the quintessential academic and a truly inspirational
figure,” noting that his contributions to the Faculty of Social Sciences span “pedagogy,
research, mentorship, institutional service, and public service.”
 
“As head of department, Prof. Vasciannie actively shaped and redefined the Department of
Government,” Dr. Campbell stated. “He fostered an environment built on collegiality and
strong performance across research and teaching.”
She further reflected on his dynamic classroom presence, describing him as “witty, engaging,
and always encouraging students to think critically.” According to Dr. Campbell, many
former students openly regarded Professor Vasciannie as their “favourite lecturer” because
of his deep knowledge of international law, government, and foreign policy, combined with
his ability to make complex issues accessible and intellectually stimulating.
 
DIPLOMATIC SERVICE
 
Professor Vasciannie’s service to Jamaica has also extended into diplomacy and governance.
Between 2012 and 2015, he served as Jamaica’s Ambassador to the United States and
Permanent Representative to the Organization of American States. During this period, he
chaired the OAS Permanent Council in 2012 and later chaired the Committee on Juridical and
Political Affairs from 2014 to 2015, contributing to important hemispheric discussions on
law, democracy, and governance.
His international standing was further recognized through his election to the United Nations
International Law Commission, where he served from 2007 to 2012 and held the position of
General Rapporteur in 2010.
Beyond diplomacy, Professor Vasciannie also served as Deputy Solicitor General and
Director of the International Division within Jamaica’s Attorney-General’s Chambers. In the
private and educational sectors, he chaired the boards of Scotia Investments Jamaica and
Kingston College, his alma mater.
 
IMPACT ON THE FACULTY OF SOCIAL SCIENCES
 
Dr. Kavita Johnson of the Faculty of Social Sciences also highlighted Professor Vasciannie’s
profound impact as an educator and mentor. Recalling her experiences as both his student and
teaching assistant, she described lecture theatres filled beyond capacity as students gathered
to attend his classes.
 
“Word had spread that THE Stephen Vasciannie was lecturing that stream and so the
students flocked to his class,” Dr. Johnson recalled. “The image of over 200 students with
more than 20 sitting and standing along the corridors has stayed with me as a clear
testament to the kind of prolific teacher he is.”
She further noted that publications such as Here and Elsewhere, Us and Them, and
Arguments and Facts: Caribbean Public Law, Governance, Economy and Society became
essential reading for many political science and international relations students at UWI.
 
Beyond the classroom, both Dr. Johnson and Dr. Campbell emphasized Professor
Vasciannie’s enduring commitment to mentorship. Dr. Campbell credited him with
encouraging many students, including herself, to pursue doctoral studies at leading
universities internationally, while Dr. Johnson reflected on how his guidance helped shape
her own academic journey.
“Many of his students are now leaders in their fields,” Dr. Campbell noted. “He has
consistently rendered himself accessible to his students and continues to be generous with his
time and advice.”
 
RECOGNITION
 
For his service to education, law, diplomacy, and national development, Professor Vasciannie
was awarded the Order of Distinction in the rank of Commander in 2015. Yet beyond his
many titles and accomplishments, colleagues and former students alike continue to celebrate
him for his intellectual generosity, commitment to excellence, and unwavering dedication to
the development of Jamaica and the Caribbean.
 
As the Faculty of Social Sciences reflects on his remarkable legacy, Professor Stephen
Vasciannie remains a towering figure whose contributions will continue shaping the
intellectual and institutional life of the region for generations to come.
